Ratchet means wretched and is used to describe someone or something as nasty and unappealing. It can also be used as a noun to refer to a man or woman.
The term is the urbanized version of 'wretched.' It is most often used to refer to a ghetto diva who is a gross looking and/or behaving person. The woman is also loud and obnoxious.
